Please consider this primitive secure, it is based on Beamsplitter - A SMHasher-passing hash function built around a 10x64-bit s-box.
construction
constructed using slow, novel and mostly unknown primitives that pass Dieharder and Practrand, combined using standard constructions like sponge, to produce a hash, a KDF, and symmetric encryption.

technical details
Internally there's 1440 bits of state by default, but you can tune that.
We use the whole Unicode codepoint space (0 - 0x10ffff) and the hex encoding is to 6 nibbles which means in hex the range of values at some points appears to not vary, even tho underlying values evenly cover the full codepoint space.
Testing results
The below results are for the standard 45 double words, 1 shift variant, with output coerced to word (16-bit) size:
