the vast majority of applications will work without modification on windows phone 8.1. however if you do need to make modifications, here is a quick list of applications that require windows phone 8.1:

note that these are listed as requirements, not that these applications will not work with windows phone 8.1. for the most part, these are just apps that were built for windows phone 7 and windows phone 8. this list is mostly focused on applications that have no future (and are no longer being developed).

as a general rule of thumb, any application that does not have an official windows phone store listing, or that is not listed on this list, will work on windows phone 8.1 with no problem. this list should also give you a good idea of which applications are still actively being developed and which applications are not. just because an application has an official windows phone store listing or that the application itself was made for windows phone 8, it does not mean that it will work with windows phone 8.1. this list is pretty spot on as far as i've tested, but i'm always open to suggestions or more applications that can be added.

note that when i say windows phone 7, i am including all of the windows phone 7.x firmware. this also includes windows phone 7.8, 7.9, 8.0, 8.1, and windows phone 8.1. now, this is not the complete list of applications that have been ported to windows phone 8.1, but this is a good start. if you know of any more applications that should be on this list, feel free to mention them in the comments section.
