NaptanXMLToJsonStreamingParser

Takes a stream of NaPTAN xml data and transforms it to a JSON writable stream

• Requires the NaPTAN.xml from http://data.gov.uk/dataset/naptan
• Warning: It takes a long time with the raw xml, as it's a big file.
