- 校验string是不是base64编码

- 将文件转化为base64编码 返回 Object ( error_no === 0 时转化成功 )
-- function fileToBase64(file)

- 将图片转化为base64编码 返回Promise对象 ( data.error_no === 0时转化成功 data.result 为数据 )
-- function imageFileCompressToBase64(file, useFileType = false, quality = 0, maxWidth = 0, maxHeight = 0)

## 开发调试
