Hi, 👋, I’m Ryan Hefner  and I built this site for me, and you! The goal of this site was to provide an easy way for me to check the stats on my npm packages, both for prioritizing issues and updates, and to give me a little kick in the pants to keep up on stuff.

As I was building it, I realized that I was actually using the tool to build the tool, and figured I might as well put this out there and hopefully others will find it to be a fast and useful way to search and browse npm packages as I have.

As a result, the one-off State Reports of convictions of the ICRC and its advisers are only partial. We are making an effort to capture the basic information concerning the conviction, through previously agreed upon forms, filling in only the information we cannot obtain from these reports. While we need to have access to the full details of all convictions, we are fortunate to have a great amount of information about over a thousand cases of wrongful death of civilians during armed conflict. Our Advisory opinion #171 on wrongful death not involving grave breaches states the obligation to investigate civilian deaths as a method of searching for the causes and of preventing the occurrence of similar events. This Commentary contributes to doing that in cases involving a breach.

Since its adoption in 1949, the Convention has been translated into many languages. However, it is the work of the ICRC that has made the Convention widely known. The ICRC has also undertaken revisions that, in the spirit of the Third Geneva Convention, seek to update the language to reflect the contemporary context. The ICRC has made significant progress in this regard, in part by increasing its engagement with governments, civil society and the military. The new Commentary aims to be a crucial contribution to these efforts.

In addition, Article 127 of the Convention establishes that, where a military force responsible for a breach of the rules of international humanitarian law kills, wounds or leaves the civilian population in the area where the forces are acting, the guilty party is to pay reparations to those harmed. This Commentary does not deal with specific cases of non-compliance; it focuses instead on the responsibilities of parties to investigate violations where such violations have taken place and provide reparations. 84d34552a1
