Test if an object's own or inherited property is non-configurable.
Installation

Usage

isNonConfigurablePropertyIn( value, property )
Returns a boolean
indicating if a value
has a non-configurable property
(i.e., a property which cannot be deleted and whose descriptor cannot be changed).
