Usage
With default SecretsManagerClient instance:
import { SecretsManager } from "@effect-aws/client-secrets-manager";
const program = SecretsManager.getSecretValue(args);
const result = pipe(

Effect.provide(SecretsManager.defaultLayer),

);
With custom SecretsManagerClient instance:
